Welcome to Advocacy

Advocacy has offices in Ventura and San Luis Obispo California. This provides access to individuals of the tri-county area. This demographic is serviced by the Santa Barbara Office of Hearings Operations for San Luis Obispo, Santa Barbara and Ventura counties. We also represent clients throughout Southern California, appearing at the local office for hearings. We are a non-attorney advocacy group, specializing in representing claimants for disability benefits.


Philip Lewis

Philip Lewis has represented clients both before the Social Security Administration, for initial claims, as well as at the Office of Disability Adjudication and Review, for those clients appearing before an Administrative Law Judge, since 1992.

As a former Vocational Expert appearing under contract to the Office of Hearings and Appeals, he provided testimony in over 700 cases before Administrative Law Judges deciding cases. This provided a detailed working knowledge of the procedural and vocational issues raised at the Hearing level.

Following graduate training in industrial psychology at California State University Long Beach, he earned a Certificate in Human Resources Management from California Lutheran University , and a Ph.D. in forensic rehabilitation and industrial psychology, from the Union Institute Graduate School. He holds a juris doctor degree from the Ventura College of Law, and completed a certificate in Alternative Dispute Resolution at Pepperdine University, School of Law.


Tina Howery

Case Manager Tina Howery, is committed to assisting our clients through the claims process. If you have any questions regarding status of your case or need to update us with any information, she is your first point of contact.  She has extensive experience in customer service as a claims adjuster specializing in liability and bodily injury.  Mrs. Howery maintains overall responsibility for monitoring the status of all cases including filing appeals for denied benefits and developing the record for claimants at the hearing level.
